SURFACE CLEANER problems....

I have been pressure washing for 3 years but a lot smaller than most of you guys. I've been running a 20" BE Whirl Away surface cleaner for that time and recently just bought another one brand new. The problem is the arm will not spin. The tips are angled right and it's brand new out of the box....I'm running 3300 psi and 3.2 GPM through it. Any ideas to fix it before I send it back?
 
Will the bar spin by hand?
Tilt it over sideways and see if water is coming out both nozzles and not the weep hole.
 
I took it all apart, the reason I was waiting to do that was because it was brand new and I was afraid the company would void any returns because I "took it apart". There was a small piece of steel left in there from when they welded the arms....I removed it, blew air through it, and flushed with water without the tips on it. Replaced tips and it worked like a champ!! THANK GOODNESS TOO, I have a big house with 3 long driveways to do Wednesday!! THANKS
 
We keep some small push pins on the truck for just this purpose. Many times a little dirt can find its way in and clog up the meg tip holes. We take them off, unclogg the dirt, rinse/ flush the surface cleaner lines, screw the tip back on and we are back in business.
