I use some short pieces of tall angle iron in several places around the edge to hold it in place then I go over the top with 2 straps in a x to secure it down. Gravity works too...
 
Don't forget that whatever method that is used to strap it down make sure its somehow tied into the steel frame. I would not recommend anything with significant gallons/weight to be tied into anything but at least 1/8" steel tie into the frame somehow. Not the body or wood.

Ditto on the angles. I've got 4 inch tall angles welded into the flatbed on the back two corners tight against the tank, with the tank flush against the headache rack on the front. No straps, just gravity. I'd have to be hit in the rear by a semi for it to move.

4 inch straps are worthless in this sun and fail after a few weeks.
 
I have welded 1/8" steel crossmember pieces from the frame underneath. This way once the bolt goes through the angle iron that is placed around the tanks, it will almost act as part of the frame. Like Tony said those tanks will not go anywhere.
