I wonder if he (???) understands that the tip is what actually creates the pressure (not a "special" pump) and that the typical household water pressure is approximately 50 psi?

50 * 200 (minimum for "hundreds") is 10,000 psi. That's some incredible "low pressure".
 
Its advertising? Maybe misleading but it is what it is. I would not even give it a second thought, 99%of the customers from Craigslist I dont want anyway!
