Concrete situation

I am cleaning a sidewalk in front of a building, and it has a white film on it that comes off with hot water. Is there a chem that anyone knows of that will take this film off? It appears to be some sort of staining left over from the staining of the concrete blocks or something like that.
 
This is your second post today that I don't understand. If the white film is coming off with hot water, why on earth would you want to use a chemical???
 
because I would like to do the 1200 sqft with my surface cleaner and not my wand
 
It is probably a recent construction, and that white film is the curing chemical. Something with a high pH might work, just as a wild guess. I have always just used a wand, but I am not the most experienced guy with flat work.

If the film comes off with a wand and hot water, it will come off just as well with a surface cleaner and hot water.

If you don't absolutely need chems, then it makes no sense to use them.
