We have a garage we need to clean were a car caught fire on the second floor and left soot all over. What chemical would be the best to clean this up?

Butyl can be your best friend, if used with respect. If not Butyl will bite you! Wear PPE.

Definitely, you do not want to be like Lou.

just out of curiosity, is that the 'regular' butyl in butyl based cleaner? And how about fire damage specific cleaners, I think eco chem has got one.

Yes, it is the regular butyl. I am not a fan of Eco Chem, so I don't know about their fire restoration chemicals.

Can you use that on vinyl? I've run into this when oil burner burns up and pumps soot from the chimney of a house.

Honestly, I would think that you would need to do a test spot on the chimney to see how it worked out. You can never be sure about a vinyl manufacturers individual formulation. It would get the smoke damage out, though.
