Getting a stained fence ready for paint?

A customer wants his fence pressure washed so it can be painted. The fence was stained 3 years ago and the local water has really done a number on it. Do you think using sodium percarbonate on it with a low pressure rinse and followed by oxalic acid would be enough to get the fence ready to be painted or should I try something else?

I would strip it all the way off with a sodium hydroxide product then use your ox acid an rock on yeah you will have to have a little pressure to strip it off at least 1000 i am guessing
